All Yachts which plan to berth in Sutera Harbour Marina are advised that they must have 3rd party insurance according to their berthing agreement. In the past the rule for insurance was not enforced, however as a result of an incident earlier this year involving two yachts. Only boats that have insurance can now enter the marina.

At present time the marina has limited berthing available for visitors.

Twilight Racing Sutera Harbour

Once again the bi monthly twilight challenge was held of Sutera Harbour Marina. there was a brisk wind which made some interesting sailing for the half dozen or so sailors who took part.. Adults sailing an optimist dingy designed for youngsters means you struggle to duck under the boom and the tiller extension has a knack of jamming under the gunwales when tacking so you risk a capsize. At least one boat was in trouble before the start and a couple returned to Sutera Harbor Marina without completing the course.
Any way good fun was had by all and there where a few surprised prize winners. I managed to get around the course with the fastest time but was lucky when an extra lap was added and I got a gain on a slight windshift to the windward mark,

Borneo International Yachting Challenge 2010

16th - 23rd July

Following the success of Last year race for the Borneo Cup, which added Kota Kinabalu to the racing schedule plan are in hand to include a stopover in Brunei This year.

IOR class 1 Yachts, cruiser/racers, cruising and Multihulls will gather in Miri Marina for two inshore races, followed by a passage race to Brunei. From Brunei there will be a short passage race to Labuan and then another passage to Kota Kinabalu, followed by two inshore races.

It is expected that there will be incentives to cover expenses, including limited accommodation, and free marina berthing during the event.

Sutera Harbour Marina - Twilight Sailing New years Eve

Rain threatened the final twilight race of the year at Sutera Harbour Marina, however as it cleared away a small fleet of optimist dingies made their way to the start line outside the marina. The sausage course had been set up earlier, however with the change of wind direction, it resulted in a broad reach start.

The starting line was quite short, which made for an interesting start. he best start was made by Dawn who was quickly pursued by the Pirate and and another four boats with the rest of the fleet further behind. Dawn kept her lead round the first mark and a South African Sailor slipped through to second place with the other four boats josling for position around the mark.

No changes took place on the second leg with the first two boats pulling away, however on the third leg the leaders fell into a hole and the Pirate regained second position. the wind shifted slightly on the final leg so that it became necessary to tack to lay the finish line. The Pirate was the first to tack away losing three places as Dawn held a narrow lead with four boats in contention. trying to lay the line, eventually they realised they would need to tack, bui it was too late as the Pirate passed them all to windward to cross the line.

Twilight Sailing 15th December

Heavy rain during the afternoon nearly forced the abandonment of the fortnightly optimist racing for crew of yachts visiting Sutera Harbour Marina. However, as the rain petered out the race officer carried out a a quick inspection outside the marina nad there was a good land breeze building up.

11 boats made it to the start line which was set as a downwind leg of a sausage course of 3 laps. The start and first leg was interesting with the advantage often going to the following boats as the blanketed the wind from those head and there were a number of port and starboard incidents on the run and at the first mark.

Heading back upwind the field began to sort itself out and with a slight wind shift I broke tack with the two leading boats and managed to snatch the lead at the windward mark. I maintained a healthy lead despite losing the rudder on three occasion due to a missing retaining clip on the rudder. So Once again Pirates of Borneo rule.I even tried sailing an extra lap to try and catch up and lap the tail enders but just failed.

A successful evenings sailing was rounded of with a twilight dinner at Sutera Harbour Marina Club where prizes were presented to boats which finished in 3rd, 4th and 5th places plus myself for the fastest boat. The sailing has a special handicap system where previous winners pass down the prizes to those that have not won before, which cab surprise some of the participants!

Set Back To Pirates Of Borneo , Borneo Cup Hopes

Pirates of Borneo discovered yesterday that the Yacht they were planning to sail in next weeks, Borneo Cup, which forms part of the Borneo International Yachting Challenge, is no Longer available. The race leaves Miri in Sarawak on 11th October to sail to Labuan, where there is a dinner on 12th October, prior to racing the the second leg to Kota Kinabalu on 13th Oct (thank God its not a Friday) Once in KK there are two short races followed by a prize giving and dinner.

The Pirates of Borneo Crew are already, but just need to have a yacht confirmed, there are two alternatives, one a Yacht which is at present having a new keel fitted, if it is ready in time. or a small pocket racer Miri Magic one of the smallest race boat to enter, quite different to sailing a 46 footer.

Changes in boat size radically alter the tactics to be used so yesterday was spent working out new tactics, equipment and route for racing a 25ft boat., which will hopefully be confirmed today.

Two of the crew will be honing up their racing tactics at the Bi Weekly, twilight sailing event at Sutera Harbour Marina, whilst the remain three crew are arranging to travel to Miri from Tawau.

Twilight Racing

This week there was a good turnout for the bi-weekly fun racing in Optimist dinghies. There was a good wind and breaking waves which promised some interesting racing.

Even before the start there were a few capsizes and lots of bailing as sailors soon leant to stay away from the bow as these small boats are not really meant to be sailed by heavyweight adults.

Once the racing started it was evident that there were a couple of racing snakes in the pack. I made a slow start in about fourth or fifth place but managed to pull up to third around the windward mark making up one place on the first reach and catching the leader at the end of the second reach as he was not sure of the course.

We split tags on the beat, the leader going offshore and I stayed inshore followed closely by by the third and 4th placed boats one of whom slipped past me before the windward mark, dropping me back to third. The penultimate reach would be the decisive leg with three of us within a few boats lengths, initial I was up to windward and the two ahead started to head up so I ducked to leeward and gybed around the wing mark to take the lead, there after it was a matter of staying calm and staying ahead of the racing snakes as they attempted to pass to windward. The finish was very close as we tried to surf the waves and at one stage I though I had lost as I hit the back of a wave and the second boat surfed up to my stern.

Following the racing we all gathered for dinner and prize giving at the Sutera Harbour Marina Club. The Handicap system which ensures the prizes are spread amongst the fleet resulted in the 2nd, 5th and 6th boats being awarded prize. One boat retired after a couple of capsizes and losing his bailer which meant he had to use his cap as a makeshift bailer.

Pirate Wins Twilight Race at Sutera Harbour Marine

Yes, There are still pirates in the waters off Kota Kinabalu. One of the owners of Pirates Rib Shack Diner took on the crews from visiting yachts and beat them all at their own game, sailing in Optimist Dinghies in the fortnightly twilight sailing fun event.

Some nine boats contested the event in light winds and it took a long time to reach the windward mark, some wondering if they would ever make it. Competition was quite fierce at the front but gradually the Pirate sailed through the fleet to take the lead at the windward mark. Three of the crew of a visiting super yacht made a determined effort to catch up with the Mate heading the Navigator and the Captain to the line.

The next race in two weeks time promises an interesting return match

Earlier this week I took part in the bi monthly twilight sailing at Sutera Harbour Marina. Crews from visiting yachts are invited to take part in this fun even, sailing Optimist dinghies. It makes quite an amusing spectacle seeing the older generation squeezing themselves into a boat designed for youngsters.

Winds were a little on the light side which turned making the windward mark a little bit of a marathon and it was a pity that only five boat took part.

Prizes were awarded for the first three places, under a special handicap system which resulted in the the winner and the fourth and fifth boat crossing the line all receiving awards.

The sailing was followed up by a buffet supper at the Marina club which proved very popular with the visitors from the USA and New Zealand who had been sailing together around the coast of Malaysia .

Sutera Harbour Marina -Tuesday Nights Fun Sailing

Visiting yacht crews and member of Sutera Harbour Marina and Golf club can enjoy fun racing on two Tuesdays a month. Initially the idea was based on yacht racing, however due to handicapping difficulties and the fact that many yachts would need to spend time re stowing equipment for a short race the racing take place in dinghies.

I happened to be around last Tuesday and joined up with a dozen yachtsmen and yachtswomen to race in Optimist dinghies. There was a nice breeze and a few waves to make it interesting. At least 4 people had never sailed in an Optimist before and tow of these got into trouble before the start and had to be rescued. A little embarrassing for blue water sailors , but yachts have automatic bilge pumps to keep the water at bay.

The wind and sea conditions contrived to thwart the race when the wing mark drifted away and the first three boat around the windward mark headed directly to the leeward mark, which was the only one in site at the time. The fourth boat saw the rescue boat towing the errant buoy and headed in the right direction taking the lead, leaving the former leaders to chase.

The wind gradually lightened so despite a valiant chase it was of no avail with a 4th place the highest they could climb.

Once the dinghies were stowed everyone gathered together for dinner in the Marina Bar, where prizes were awarded for the top three.

All in all a great evening, just have to do it again in a couple of weeks.

Formuala 2 Powboats Return to Sabah

The Formula 2 world Cup returns to Kota Kinabalu waterfront in a weeks time. 12-14th Dec.
Once again Briton Colin Jelf is hopiong to become champion again, deafeating 18 rival competitiors.

Colin has already arrived in Sabah and the boats are due to arrive on Monday.

One of the best places to view the race at Kota Kinabalu waterfront is The Pirates Beach bar, operated by Pirates of Borneo, who provide good food, wines, cocktails and beers.

F2000 Powerboat World Cup 2007 Sabah

Briton Colin Jeff dominated the final race which took place this morning off Kota Kinabalu, he lead from start to finish followed by his brother Owen ahead of third place Italian Alex Carrera. Once again the spectators had now idea as to what was going on as the commentary appeared to be only available in the pits area. Thus it was similar to watch an early movie, yes there was the whine of engines but no one new who was who. Half way through the race yellow flags were waved, why we can only guess, so the boats slowed and ran a few laps in convoy before sprinting to the finish. There was no indication as to how many laps were raced but I found out later a race is normally 30 laps.

The shame is that people were ignorant about the fact that Colin Jeff's win was the 3rd this year and he ending the day with 67 point out of 80, second place in the championship went to Alex Carrera with 39 points. I do not know the third place overall as could not identify the boat but think it was Latvian Uvis Slakteris who has had a string of fourth places.

The question on everyone's tongue is will the race return next year, if it does hopefully the local organiser will get their act together and provide decent information, that the public and the competitors deserve. this year there were too many people waling around with Official badges who did not have a clue about what was going on.

Farce At F2000 world Championship Sabah

What promised top be an exciton day in the history of Sabah the first final of the F2000 world cup Powerboat race turned into a farce today. there has been a total lack of information during the the event. it semester the only people who know what is going on are the pit crews.

The final race was abandoned after one of the competitors flipped on a downwind leg burying its bows in a wave. Conditions were far from ideal with a force 3 wind gusting to 4 causing the swell to have breaking waves.

The organiser decided to re run the final race on Monday but did not realise that the film crews were committed to other work so it seems the final; will be a closed door event with no publicity.

The company running the event may have good political contacts and initial ran a publicity campaign but have failed to provide the general public with any information as to what was taking place. This is a great shame and perhaps due to greed. It would have been far better to learn about the sport and the basic requirements such as a smooth surface of water, and at least have someone in the company who knew what a powerboat was.

Sutera Harbour Marina - F2000 World Cup Powerboat Race

The F2000 Worlds Cup power boat race is being help of Kota Kinabalu this weekend and a course has been laid out North of Sutera Harbour Marina off the waterfront. the race is the final of a series of races in which two British brothers are sharing the lead. O nthe first practice race hower it was Frenchman Jean Baptise who was setting the pce in the time trials.

The local organisers Powersport events are to be commended for bringing the race to Sabah, however they have a lot to learn by way of keeping the public informed with what is happening. thousands of people lined the waterfront to see the boats racing but know one has as clue as to which boat is which which makes a mockery of the whole event.

The Public came out to support the event but the organisers seemed to have spent more time and money setting up sideshows instead of profividing information about the racing.

Sutera Harbour Marina Meets With Marine Department Malaysia

Sutera Harbour Marina had a meeting yesterday with Jabatan Laut Marine Department Malaysia. The meeting was to advise Commercial Operators and Tourists groups about the current regulation that they have to follow.

Jabatan Laut will no longer tolerate the bending of rules and overloading of ferries carrying passengers.

The main reference documents are MSO 1960 which effects merchant vessels of less than 500 GRT and the section3 of 1953 port rules.

Every boat Captain need to hold a masters domestic trade certificate.
only two boat Captains are allowed per vessel.

All boats need to be registered and the original document displayed on the vessel the vessel registration number must also be clearly displayed
ferries are not to operate outside the limits laid down on their certificate.
Children over the age of 12 months are counted as a passenger
All vessels carrying more than 12 passengers to carry required safety equipment.

Penalties/Fines for non compliance to be paid by boat captain and Owner RM 1,000 per incident
Faded or missing registration number
Original registration document not displayed
Operating outside trade limits
Missing safety Equipment
Overloading boat.
Carrying excess passenger RM 350 per passenger.

Owners of Private vessels registered in Malaysia are required to have a seaman's crew card.

The Tourist guides association also advised that official guides are required by groups on the islands under the Tourism Act of 1992. companies will be fined RM7,000 if no guide is present and if an unregistered guide is used the fine will be RM20,000.

Sutera Harbour Marina staff will be checking an reporting on a vessels returning from the Islands with excess passengers.

Jabatan Laut Marine Department Malaysia will also be carrying out spot checks.

Sutera Harbour Marina - Bad Seamanship By Local Ferry Services

Once Again the lack of Seamanship and control of vessels entering and leaving Sutera Harbour Marina came to light. Ferries continue to disregards the COLREGS that apply to all vessels of any size in tidal waters. The latest incident involved a yacht that was leaving under power, when a speedboat ferry coming in from the islands at speed,appeared around the breakwater, crossing in front of the yacht to pass on the wrong side forcing the yacht into the middle of the channel, A second speedboat, was following the first one and again passed on the wrong side. The Skippers of these speedboats carrying passengers are supposed to have certificates issued by Jabatan Laut Malaysian Marine Department. But they seem to be in total ignorance of their responsibilities. One day soon an Innocent tourist or visitors will be injured, by their reckless driving.

Sutera Harbour Marina - Changes To Indonesia Customs Rules

Yachts passing through Indoneasian waters are advised that as from June 2007, they may be assessed by Indonesian Customs for duties, and have to pay 5% of the yachts value at first port of entry. The Duty will be repaid on departure from final port of call.

Yachts are no longer required to clear from port to port.

Visiting yachts can spend some time obtaining the necessary sailing permits and this can be speeded up by agents, however be aware some agents have been overcharging by over 600%

The Land Below The wind?

The weather for the passed couple of days has been quite stormy with gusting winds and heavy rain showers, I am not sure for how much longer Sabah can hang onto its catch phrase "The land Below the Wind". The last tropical storm was "Greg" Christmas 1996 which caused over 100 deaths around Keningau some 80 miles from Sutera Harbour Marina. Winds reached 70mph and heavy rain continued for 24 hours causing flooding and landslides.

Borneo International Yachting Challenge 2007 - Purpose Driven is New Champion

Yesterday off Miri Marina , Purpose Driven from Brunei one the final race to take the overall title in IRC class of the Borneo International Yachting Challenge.

Api Sel a 50ft British Registered, Aluminium cutter won the cruising class A event despite dropping to third place yesterday due to a slow start in light winds.

Frenchman Labbadi Gilles sailing single handed on Eloise held on to overall lead in class B, losing the final two races to a similar sized 38 footer Star Of Siam by a matter of seconds

The Lead for Class C had been disputed throughout the series by the large 55ft motor sailor Lady Emma from New Zealand which ended up one point ahead of the smaller 38 Tegan 1 from Canada.

The Multi hulls class only had one competitor Zosha from Australia until the final two days and so was declared the winner.

The race was a great success and the fact that each class was one by an entry from a different country proves that the regatta has a place on the International scene here in Asia. Perhaps in the future other clubs and venues such as Sutera Harbour Marina in Sabah will provide more opportunities for some friendly racing such as that provided by The Borneo International Yachting challenge.

Borneo International Yachting Challenge 2007

Yesterday was the penultimate day at Miri Marina, for competitors taking part in the Borneo International Yachting Challenge. Barring accidents there will be a new overall winner and the fight is on between Purpose Driven from Brunei who finished 2nd in IRC class by a matter of seconds and Eloise from France in class B who lost for the first time this year to another Brunei yacht ,again by a matter of seconds.

Api Sel from the UK remains unbeaten in IRC class A and New Zealand Yacht Lady Emma is heading for honours is IRC class C.

Two Multi hulls raced yesterday and Although Zosha from Australia crossed the line first she lost out on corrected time.

The Competition ends today with a final inshore race and Prize giving dinner.

Sutera Harbour Marina - Borneo International Yachting Challenge

The second stage of the Borneo International Yachting Challenge saw the yachts complete a passage race from Laubuan to Mira Marina. The class ! boats were lead home by Brunei Yacht Purpose Driven in a time of six hours and finished in what might be an event winning lead, some seven hours ahead of the defending champion.

The weather was not kind and all the other classes motered in and picked up penalties except the Api Sel currently leading class A and Touche (AUS). French Yacht Elouise in class B which is chasing hard for an overal win and another French yacht Mandra Gore in class C.

Sutera Harbour Marina - Brunei Navigation Warning

As an Asia America gateway submarine cable survey will be carried out from September 3 to 12, mariners are advised to be extra cautious and to avoid coming within 50 metres of the survey boat.

The survey will be conducted from 6am to 5pm using a vessel bearing the registration number "HH No1 BA 0514". It will install and use survey instruments such as seismic boomer, hydrophone and side scan sonar which will be towed 10m to 20m behind the ship.

The four coordinates where the survey boat will pass are: latitude 4 58.526 longitude 114 52.908; latitude 5 01.141 longitude 114 53.003; latitude 5 03.282 longitude 114 53.003; and, latitude 5 05. 949 longitude 114 53. 295.

The Borneo International Yacht Challenge 2007 is nearing its halfway mark. Yesterday two inshore races were held of Labuan for five Classes of yachts and honours were shared in the first race by Yachts from Brunei (IRC Racing) Britain (IRC Cruising A), France (IRC Cruising B) New Zealand (IRC Cruising C) and Australia(Multihull. The second race was much closer saw Sarawak win the IRC Racing class ahead of Ambil Angina top racer from Brunei winner last year.

Today the yachts are passage racing from Labaun to Miri Marina

02.08.2007: 0100 LT: Shell jetty, Sandakan. Sabah, Malaysia.
An unknown person boarded a berthed product tanker via the gangway. The crew spotted him and chased him. The robber ran towards the forecastle, jumped overboard, and escaped.

24.08.2007: 0055 LT: 03:55.3N – 098:46.56E: Belawan anchorage, Indonesia.
A product tanker at anchor, waiting to berth, maintained an anti piracy watch on the forecastle, main deck and poop deck. The ABs on the main deck and poop heard the AB on the forecastle shouting. They alerted the bridge on radio. The D/O tried to contact him but there was no response. The alarm was raised and the crew alerted. A through search was carried out for the AB but he was not found. Local authorities informed.

22.08.2007: 1605 UTC: 01:04.1N - 103:30.4E, Karimun STS anchorage, Indonesia.
Eight robbers armed with knives boarded a product tanker. They held three duty crew and tide them up. The robbers broke open the engine store and stole spares. D/O raised the alarm and crew mustered. Upon hearing the alarm, the robbers jumped overboard and escaped in an unlit boat.

18.08.2007: 0300 LT: Posn 03:54.47N – 098:46.68E, Belawan anchorage, Indonesia.
Robbers boarded a general cargo ship, at anchor, and held one AB as hostage. They stole ship’s stores and escaped. The AB was released unharmed. Local authorities informed.

Malacca Straits - Kidnapping
23 August 2007
Armed pirates boarded a tug and barge underway. All communication equipment was damaged. The pirates stole the ships documents and crew personal belongings. Before leaving they kidnapped the captain and chief engineer. The pirates have demanded a ransom for their release.
All ship masters are requested be remain extra vigilant while passing through these straits.

Malaysia's 50th anniversary passed of quietly at Sutera Harbour Marina, Two visiting yachts dressed overall to add a bit of colour. and a larger tourist vessel took a tour group on a cruise around the island other than that it was a normal day. A number of berths are free with yachts taking part in the Labaun - Miri race.

Sutera Harbour Marina -Asian Marina's Running Into Problems

An interesting article appeared recently which criticised the way Asia is trying to play catch up to European marinas. Sutera Harbour Marina and even the new The Tanjong City Marina in Penang, suffer due to design flaws. "In Asia, most marinas are developed not by municipalities, like in Europe, but by private developers who have their own agenda on how they're going to make the marina pay back. Hence, most of the marinas developed in Asia are teamed with luxury condominium developments," said Y.P. Loke, managing director of Spinnaker International

The result of this is essential facilities are not supplied for yachts. One major missing link certainly in Kota Kinabalu is facilities for yachts to be hauled out for repairs. Hundreds of yachts pass through the area and at sometime or another need to be lifted out for repairs to underwater damage or repainting. At the moment yachts head for Kudat, the Philippines, Lankawi or Singapore. Hopefully if a marina is developed at Jessleton Point they will make some use of the vast container standing and provide a boat lift.

One other Problem in Kota Kinabalu is that both Immigration and Marine Department are both now outside the city and in peak traffic time it can take hours to complete formalities

Sutera Harbour Marina - Seamans Cards Confusion

Jabatan Laut, Marine Department in Kota Kinabalu seem to be a little confused with the interpretation of the latest rules concerning Seamans Cards. It seems that apart from passengers, everyone else from Owners, Captain, deckhand, steward,cook, bottlewasher and boat keeper on Malaysian registered vessels are required to be registered and hold a Seamans card.

It now transpires that the forms to be completed by doctors as part of the registration procedures have also changed, so what should be a simple matter is now becoming more tedious, especially as Jabatan Laut are based outside the city at Sepanggar

Some visitors to Sutera Harbour Marina such as David Foulkes of Pemburu Laut from New Zealand are making preparations to sail to Labuan for the start of this years Borneo International Challenge, however one of the first boats to enter the race Cetacean II owned by Noah McGrath will not be making the start line as he has had to return to Australia for Business reasons.

There has been suspicion for some time that diesel fuel sold at Sutera Harbour Marine has been contaminated with water. Yachts have had minor breakdown and had to clear water from their fuel systems. Now it is confirmed that the tanks at Sutera Harbour Marina are contaminated so now all Yachts are advised to go to Jessleton Point if they require diesel fuel.

British Sailors won five gold medals at 1997 Olympic test regatta which finished in China today. Ben Ainslie in the Finn class led the charge with Stevie Morrison and Ben Rhodes in the 49er class, Bryony Shaw in the women’s RS:X windsurfing event, Sarah Ayton, Sarah Webb and Pippa Wilson in the Yngling class, and Paul Goodison in the Laser class,with Nick Rogers and Joe Glanfield also adding to the British medal haul with a silver in the 470 men’s event yesterday.

Prior to the Regatta there were some thoughts that the heavier Europeans would not be competitive in the light and shifting winds of Qingdao, however yesterday the winds of 15-17 knots saw many capsizes and helped the Britons cause

It is quite common in Asia to employ a boat boy or girl to help keep a yacht shipshape and Bristol fashion and assist with the sailing.

Its not unusual for world travellers to seek passage on yachts to travel from place to place. Sometimes an extra pair of hands can be useful on longer voyages, one has to be sure that people are well matched.

Sutera Harbour Marina - Why Do Local Speedboat Ferries Not Observe Rules and Regulations

Speedboat ferries continue to flout the laws relating to permitted numbers of passengers allowed to be carried and also International COLREGS.

Yesterday afternoon boat belonging to SeaQuest was observed entering Sutera Harbour Marina with over 20 passengers on board, any vessel carrying over 12 passengers needs to be under the command of a certified skipper and the vessel has to carry the relevant safety equipment laid down my the Marine Department, which includes fire exstinquishers, flares and first aid kits.

Later in the afternoon three boats belonging to the same company left the Sutera Harbour Marina three abreast, breaking at least two of the statutory COLREGS. They were two close together and should have kept to the right hand side of the entrance. If a boat had arrived when they wer departing a nasty incident could have occured. If these Skippers have certificates they should be examind and tested by the Marine Department.

Sutera Harbour Marina - Island Ferry Closes Service

The Island Ferry Company operates large passenger ferries, has closed its routes from Sutera Harbour Marina to Mamutic, Manukan and Sapi Island, which now means tourists are forced to use speedboats which are often overloaded, especially when returning from the islands in the afternoon, although the boats in question have seats for more than 12 passengers, they do not comply with the relevant Malaysian Marine Regulations for passenger vessels which require licensed skippers and safety equipment such as fire extinguisher's, flares and marine radios. The Owners of the vessels appear to be flaunting the law with impunity, just this afternoon one speedboat entered Sutera Harbour Marina carrying around 30 people, some of whom were not wearing life jackets. It is going to be a sad day when lives are lost due to negligence.

Sutera Harbour Marina - COLREGS

Having observed both near misses and actual collisions between vessels in Sutera Harbour Marina I have decided to highlight the relevant steering & sailing rules which form part of The International Collision Regulation (COLREGS) commonly referred to as "The Rules Of The Road"

The Rules Apply to All craft, those propelled by mechanical machinery are referred to as Power driven. Those under sail only as Sailing Vessel and all others as vessel, which includes rowing boats and canoes.

Section II - Conduct of Vessels in Sight of One Another

Rule 11

Application

Rules in this section apply to vessels in sight of one another.

Rule 12

Sailing Vessels

(a) when two sailing vessels are approaching one another, so as to involve risk of collision, one of them shall keep out of the way of the other as follows:

(i)when each of them has the wind on a different side, the vessel which has the wind on the port side shall keep out of the way of the other;

(ii) When both have the wind on the same side, the vessel which is to windward shall keep out of the way of the vessel which is to leeward;

(iii) if the vessel with the wind on the port side sees a vessel to windward and cannot determine with certainty whether the other vessel has the wind on the port or the starboard side, she shall keep out of the way of the other.

(b) For the purposes of this Rule the windward side shall be deemed to be the side opposite that on which the mainsail is carried or, in the case of a square rigged vessel, the side opposite to that on which the largest fore-and-aft sail is carried.

Rule 13

Overtaking

(a) Notwithstanding anything contained in the Rules of Part B, Sections I and II, any vessel overtaking any other shall keep out of the way of the vessel being overtaken.

(b) A vessel shall be deemed to be overtaking when coming up with a another vessel from a direction more than 22.5 degrees abaft her beam, that is, in such a position with reference to the vessel she is overtaking, that at night she would be able to see only the sternlight of that vessel but neither of her sidelights.

(c) When a vessel is in any doubt as to whether she is overtaking another, she shall assume that this is the case and act accordingly.

(d) Any subsequent alteration of the bearing between the two vessels shall not make the overtaking vessel a crossing vessel within the meaning of these Rules or relieve her of the duty of keeping clear of the overtaken vessel until she is finally past and clear.

Rule 14

Head-on Situation

(a) When two power driven vessels are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision each shall alter her course to starboard so that each shall pass on the port side of the other.

(b) Such a situation shall be deemed to exist when a vessel sees the other ahead or nearly ahead and by night she could see the masthead lights in line or nearly in line and/or both sidelights and by day she observes the corresponding aspect of the other vessel.

(c) When a vessel is in any doubt as to whether such a situation exists she shall assume that it does exist and act accordingly.

Rule 15

Crossing Situation

When two power driven vessels are crossing so as to involve risk of collision, the vessel which has the other on her own starboard side shall keep out of the way and shall, if the circumstances of the case admit, avoid crossing ahead of the other vessel.

Rule 16

Action by Give-way Vessel

Every vessel which is directed to keep out of the way of another vessel shall, so far as possible, take early and substantial action to keep well clear.

Rule 17

Action by Stand-on Vessel

(a)

(i) Where one of two vessels is to keep out of the way of the other shall keep her course and speed.

(ii) The latter vessel may however take action to avoid collision by her maneuver alone, as soon as it becomes apparent to her that the vessel required to keep out of the way is not taking appropriate action in accordance with these Rules.

(b) When, from any cause, the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give-way vessel alone, she shall take such action as will best aid to avoid collision.

(c) A power driven vessel which takes action in a crossing situation in accordance with subparagraph (a)(ii) of this Rule to avoid collision with another power driven vessel shall, if the circumstances of the case admit, not alter course to port for a vessel on her own port side.

(d) This Rule does not relieve the give-way vessel of her obligation to keep out of the way.

Rule 18

Responsibilities Between Vessels

Except where rule 9, 10, and 13 otherwise require:

(a)A power driven vessel underway shall keep out of the way of:

(i)a vessel not under command;

(ii)a vessel restricted in her ability to maneuver;

(iii)a vessel engaged in fishing;

(iv)a sailing vessel;

(b) A sailing vessel under way shall keep out of the way of:

(i)a vessel not under command;

(ii)a vessel restricted in her ability to maneuver;

(iii)a vessel engaged in fishing;

(c)A vessel engaged in fishing when underway shall, so far as possible, keep out of the way of:

(i)a vessel not under command;

(ii)a vessel restricted in her ability to maneuver.

(d)

(i)Any vessel other than a vessel not under command or a vessel restricted in her ability to maneuver shall, if the circumstances of the case admit, avoid impeding the safe passage of a vessel constrained by her draft, exhibiting the signals in Rule 28.

(ii) A vessel constrained by her draft shall navigate with particular caution having full regard to her special condition.

(e) A seaplane on the water shall, in general, keep well clear of all vessels and avoid impeding their navigation. In circumstances, however, where risk of collision exists, she shall comply with the Rules of this Part.

Sutera Harbour Marina - New Customs and Immigration Proceedures for Singapore

Yachts leaving Sutera Harbour Marina bound for Singapore should be aware of new Singapore customs and immigration check in and out arrangements in Singapore. The 3 locations yachts currently use are Raffles Marina, Republic of Singapore and Changi Sailing Club, there are other options available. Two on water immigration anchorages for commercial vessels are currently in operation. Yachts can use these check in on the water with customs and immigration. Owners/crew/passengers can expect to get up to a maximum of 30 day visa subject to nationality/valid passports, port clearances and crew/passenger lists. There is no charge for this service. Western quarantine and immigration anchorage, west of The Sisters Islands. Eastern anchorage is at the entrance to West Johor Straits between Frontier and South angler navigation marks. Vessels requiring clearance need to fly numeral pennants two over five and call Singapore immigration on VHF channel 74 or their mobile No. 90888605. Another alternative which superyachts use is to have an agent make all the arrangements, book the pilot, meet the vessel, arrange the berthing. The on the water arrangements are used 24/7 by general commercial traffic, tugs, barges, many small/medium cargo boats. It works well for ships/yachts with a small number of crew and passengers. The Marinas/Club checking in costs SGD 50 plus taxi fares for the immigration officer to and from the Sailing Club or marina.

Standards of Seamanship Questioned

are responsible for enforcing the international collision regulations COLREGS and vessel safety, however in the case of small craft they appear to be turning a blind eye and not taking action against speedboats owners who flaunt "The rules of the Road" Perhaps this is a problem in Malaysia as they drive on the the left and can often be seen passing starboard to starboard at the entrance to Sutera Harbour Marina, when they should be passing port to port. Speedboat ferry skippers also fail to give way to vessels with restricted maneuverability, such vessels towing and large yachts.

Yachtsmen approaching Sutera Harbour Marina are advised to proceed with care especially during the hours 1000-1130 and 1330-1500 when speedboats are abundant.

The matter has been raised with management of Sutera Harbour Marina wh0 promise improvements.

Tourists At Risk Due To Overloaded Boats

Speedboat ferries operating out of Sutera Harbour Marina Kota Kinabalu Sabah which take tourist to the islands of Tunku Abdul Rahman marine park are carrying more passengers than legally permitted to carry. The trip maybe fast but it could end in tragety and it is questionable is the boat skippers are themselves certified. Tourists who are concerned about safety are recommended are to travel on the larger wooden ferries which take a little bit longer, but also allow you to stand up, walk around, observe the views and take pictures.

Boat Sinks at Sutera Harbour Marine

A boat launched yesterday at Sutera Harbour Marina at 0200 hrs this morning. Marina staff had to wait until a diver was available later in the morning to help a crane recover the vessel. An oil pollution boom was used to prevent fuel from the vessel spreading accross the marine. It is thought that workmen on the vessel failed to repair a hole they had made in the hull, and this together with the weight of a new engine caused the boat to founder.

The caretaker service will ensure bilges are pumped,batteries are topped up , engines kept in running order, awnings and sail covers are kept in place, so that your boat is ready to sail upon your return. Monthly status reports are emailed to absent owners.
