In the past the rule for insurance was not enforced, however as a result of an incident earlier this year involving two yachts. Adults sailing an optimist dingy designed for youngsters&amp;nbsp; means you struggle to duck under the boom and the tiller extension has a knack of jamming under the gunwales when tacking so you risk a capsize.&amp;nbsp; At least one boat was in trouble before the start and a couple returned to Sutera Harbor Marina without completing the course.&lt;br /&gt;Any way good fun was had by all and there where a few&amp;nbsp; surprised prize winners. The sausage course had been set up earlier, however with the change of wind direction, it resulted in a broad reach start.&lt;br /&gt;&lt;br /&gt;The starting line was quite short, which made for an interesting start. he best start was made by Dawn who was quickly pursued by the Pirate and and another four boats with the rest of the fleet further behind. Dawn kept her lead round the first mark and a South African Sailor slipped through to second place with the other four boats josling for position around the mark.&lt;br /&gt;&lt;br /&gt;No changes took place on the second leg with the first two boats pulling away, however on the third leg the leaders fell into a hole and the Pirate regained second position. the wind shifted slightly on the final leg so that it became necessary to tack to lay the finish line. However, as the rain petered out&amp;nbsp; the race officer carried out a&amp;nbsp; a quick inspection outside the marina nad there was a good land breeze building up.&lt;br /&gt;&lt;br /&gt;11 boats made it to the start line which was set as a downwind leg of a sausage course of 3 laps. The start and first leg was interesting with the advantage often going to the following boats as the blanketed the wind from those head and there were a number of&amp;nbsp; port and starboard incidents on the run and at the first mark.&lt;br /&gt;&lt;br /&gt;Heading back upwind the field began to sort itself out and with a slight wind shift I broke tack with the two leading boats and managed to snatch the lead at the windward mark. I maintained a healthy lead despite losing the rudder on three occasion due to a missing retaining clip on the rudder. So Once again &lt;a href="http://piratesofborneo.com/"&gt;Pirates of Borneo&lt;/a&gt; rule.I even tried sailing an extra lap to try and catch up and lap the tail enders but just failed.&lt;br /&gt;&lt;br /&gt;A successful evenings sailing was rounded of with a twilight dinner at Sutera Harbour Marina Club where prizes were presented to boats which finished in 3rd, 4th and 5th places plus myself for the fastest boat. There was a good wind and breaking waves which promised some interesting racing.&lt;/p&gt;  &lt;p&gt;Even before the start there were a few capsizes and lots of bailing as sailors soon leant to&amp;#160; stay away from the bow as these small boats are not really meant to be sailed by heavyweight adults.&lt;/p&gt;  &lt;p&gt;Once the racing started it was evident that there were a couple of racing snakes in the pack. I made a slow start in about fourth or fifth place but managed to pull up to third around the windward mark making up one place on the first reach and catching the leader&amp;#160; at the end of the second reach as he was not sure of the course.&lt;/p&gt;  &lt;p&gt;We split tags on the beat, the leader going offshore and I stayed inshore followed closely by by the&amp;#160; third&amp;#160; and 4th placed boats one of whom slipped past me before the windward mark, dropping me back to third. The penultimate reach would be the decisive leg with three of us within a few boats lengths, initial I was up to windward and the two ahead started to head up so I ducked to leeward and gybed around the wing mark to take the lead, there after it was a matter of staying calm and staying ahead of the racing snakes as they attempted to pass to windward.&amp;#160; The finish was very close as we tried to surf the waves and at one stage I though I had lost as I hit the back of a wave and the second boat surfed up to my stern.&lt;/p&gt;  &lt;p&gt;Following the racing we all gathered for dinner and prize giving at the Sutera Harbour Marina Club. The Handicap system which ensures the prizes are spread amongst the fleet resulted in the 2nd, 5th&amp;#160; and 6th boats&amp;#160; being awarded prize. One of the owners of Pirates Rib Shack Diner took on the crews from visiting yachts and beat them all at their own game, sailing in Optimist Dinghies in the fortnightly&amp;#160; twilight sailing fun event.&lt;/p&gt;  &lt;p&gt;Some nine boats contested the event in light winds and it took a long time to reach the windward mark, some wondering if they would ever make it. Competition was quite fierce at the front but gradually the Pirate sailed through the fleet to take the lead at the windward mark. Crews from visiting&amp;#160; yachts are invited to take part in this fun even, sailing Optimist dinghies. Initially the idea was based on yacht racing, however due to handicapping difficulties and the fact that many yachts would need to spend time re stowing equipment for a short race the racing take place in dinghies.&lt;/p&gt;  &lt;p&gt;I happened to be around last Tuesday&amp;#160; and joined up with a dozen yachtsmen and yachtswomen to race in Optimist dinghies. There was a nice breeze and a few waves to make it interesting. At least 4 people had never sailed in an Optimist before and tow of these got into trouble before the start and had to be rescued.&amp;#160; A little embarrassing for blue water sailors , but yachts have automatic bilge pumps to keep the water at bay.&lt;/p&gt;  &lt;p&gt;The wind and sea conditions contrived to thwart the race when the wing mark drifted away and the first three boat around the windward mark headed directly to the leeward mark, which was the only one in site at the time. Once again the spectators had now idea as to what was going on as the commentary appeared to be only available in the pits area. Thus it was similar to watch an early movie, yes there was the whine of engines but no one new who was who. Half way through the race yellow flags were waved, why we can only guess, so the boats slowed and ran a few laps in convoy before sprinting to the finish. There was no indication as to how many laps were raced but I found out later a race is normally 30 laps.&lt;br /&gt;&lt;br /&gt;The shame is that people were ignorant about the fact that Colin Jeff's win was the 3rd this year and he ending the day with  67 point out of 80, second place in the championship went to Alex Carrera with 39 points. Conditions were far from ideal with a force 3 wind gusting to 4 causing the swell to have breaking waves.&lt;br /&gt;&lt;br /&gt;The organiser decided to re run the final race on Monday but did not realise that the film crews were committed to other work so it seems the final; will be a closed door event with no publicity.&lt;br /&gt;&lt;br /&gt;The company running the event may have good political contacts and initial ran a publicity campaign but have failed to provide the general public with any information as to what was taking place. This is a great shame and perhaps due to greed. The latest incident involved a yacht that was leaving under power, when a speedboat ferry coming in from the islands at speed,appeared around the breakwater, crossing in front of the yacht to pass on the wrong side forcing the yacht into the middle of the channel, A second speedboat, was following the first one and again passed on the wrong side. The Skippers of these speedboats carrying passengers are supposed to have certificates issued by &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Jabatan&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Laut&lt;/span&gt; &lt;span style="font-weight: bold;"&gt;Malaysian Marine Departmen&lt;/span&gt;t. The last&lt;span style="font-weight: bold;"&gt; tropical storm&lt;/span&gt; was "Greg" Christmas 1996 which caused over 100 deaths around Keningau some 80 miles from Sutera Harbour Marina. Miri Marina&lt;/span&gt; , Purpose Driven from Brunei one the final race to take the overall title in IRC class of the&lt;span style="font-weight: bold;"&gt; Borneo International Yachting  Challenge&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;Api Sel  a 50ft British Registered, Aluminium cutter  won the cruising class A event despite dropping to third place yesterday due to a slow start in light winds.&lt;br /&gt;&lt;br /&gt;Frenchman Labbadi Gilles sailing single handed on Eloise held on to overall lead in class B, losing the final two races to a similar sized 38 footer Star Of Siam by a matter of seconds&lt;br /&gt;&lt;br /&gt;The Lead for Class C  had been disputed throughout the series  by the large 55ft motor sailor Lady Emma from New Zealand which ended up one point ahead of the smaller 38 Tegan 1 from Canada.&lt;br /&gt;&lt;br /&gt;The Multi hulls class only had one competitor Zosha from Australia until the final two days and so was declared the winner.&lt;br /&gt;&lt;br /&gt;The race was a great success and the fact that each class was one by an entry from a different country proves that the regatta has a place on the International scene here in Asia. The class ! boats were lead home by Brunei Yacht Purpose Driven in a time  of six hours and finished in what might be an event winning lead, some seven hours ahead of the defending champion.&lt;br /&gt;&lt;br /&gt;The weather was not kind and all the other classes motered in and picked up penalties except the Api Sel currently leading class A and Touche (AUS). Yesterday two inshore races were held of&lt;span style="font-weight: bold;"&gt; Labuan&lt;/span&gt; for five Classes of yachts and honours were shared in the first race by Yachts from Brunei (IRC Racing) Britain (IRC Cruising A), France (IRC Cruising B) New Zealand (IRC Cruising C) and Australia(Multihull. "In Asia, most marinas are developed not by municipalities, like in Europe, but by private developers who have their own agenda on how they're going to make the marina pay back. Hence, most of the marinas developed in Asia are teamed with luxury condominium developments," said Y.P. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Loke&lt;/span&gt;, managing director of Spinnaker International&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;The result of this is essential &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;facilities&lt;/span&gt; are not supplied for yachts. One major missing link &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;certainly&lt;/span&gt; in &lt;span style="font-weight: bold;"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;Kota&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;Kinabalu&lt;/span&gt;&lt;/span&gt; is &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;facilities&lt;/span&gt; for yachts to be hauled out for repairs. Hundreds of yachts pass through the area and at sometime or another need to be lifted out for repairs to underwater damage or repainting. At the moment yachts head for &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;Kudat&lt;/span&gt;, the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_11"&gt;Philippines&lt;/span&gt;, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;Lankawi&lt;/span&gt; or Singapore. Hopefully if  a marina is developed at &lt;span style="font-weight: bold;"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;Jessleton&lt;/span&gt; Point&lt;/span&gt; they will make some  use of the vast container standing and provide a &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_14"&gt;boat lift&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;One other Problem in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;Kota&lt;/span&gt; diesel &lt;/span&gt;fuel sold at&lt;span style="font-weight: bold;"&gt; &lt;/span&gt;&lt;span style="font-weight: bold;" class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Sutera&lt;/span&gt;&lt;span style="font-weight: bold;"&gt; Harbour Marine&lt;/span&gt; has been contaminated with water. Yachts have had minor breakdown and had to clear water from their fuel systems. They were two close together and should have kept to the right hand side of the entrance. If a boat had arrived when they wer departing a nasty incident could have occured. The Owners of the vessels appear to be flaunting the law with impunity, just this afternoon one speedboat entered &lt;span style="font-weight: bold;"&gt;Sutera Harbour Marina&lt;/span&gt; carrying around 30 people, some of whom were not wearing life jackets. Those under sail  &lt;span style="font-style: italic;"&gt;only&lt;/span&gt; as Sailing Vessel and all others as vessel, which includes rowing boats and canoes.&lt;br /&gt;&lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;&lt;blockquote&gt;&lt;/blockquote&gt;&lt;/span&gt;&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Section II - Conduct of Vessels in Sight of One Another &lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 11&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Application&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;Rules in this section apply to vessels   in sight of one another.&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 12&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Sailing Vessels&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(a) when two sailing vessels are   approaching one another, so as to involve risk of collision, one of them shall keep out of   the way of the other as follows:&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;blockquote&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(i)when each of them has the wind on a     different side, the vessel which has the wind on the port side shall keep out of the way     of the other;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(ii) When both have the wind on the     same side, the vessel which is to windward shall keep out of the way of the vessel which     is to leeward;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(iii) if the vessel with the wind on     the port side sees a vessel to windward and cannot determine with certainty whether the     other vessel has the wind on the port or the starboard side, she shall keep out of the way     of the other.&lt;/span&gt;&lt;/p&gt;   &lt;/blockquote&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(b) For the purposes of this Rule the   windward side shall be deemed to be the side opposite that on which the mainsail is   carried or, in the case of a square rigged vessel, the side opposite to that on which the   largest fore-and-aft sail is carried. &lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 13&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Overtaking&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(a) Notwithstanding anything contained   in the Rules of Part B, Sections I and II, any vessel overtaking any other shall keep out   of the way of the vessel being overtaken.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(b) A vessel shall be deemed to be   overtaking when coming up with a another vessel from a direction more than 22.5 degrees   abaft her beam, that is, in such a position with reference to the vessel she is   overtaking, that at night she would be able to see only the sternlight of that vessel but   neither of her sidelights.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(c) When a vessel is in any doubt as to   whether she is overtaking another, she shall assume that this is the case and act   accordingly.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(d) Any subsequent alteration of the   bearing between the two vessels shall not make the overtaking vessel a crossing vessel   within the meaning of these Rules or relieve her of the duty of keeping clear of the   overtaken vessel until she is finally past and clear.&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 14&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Head-on Situation&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(a) When two power driven vessels are   meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision each   shall alter her course to starboard so that each shall pass on the port side of the other.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(b) Such a situation shall be deemed to   exist when a vessel sees the other ahead or nearly ahead and by night she could see the   masthead lights in line or nearly in line and/or both sidelights and by day she observes   the corresponding aspect of the other vessel.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(c) When a vessel is in any doubt as to   whether such a situation exists she shall assume that it does exist and act accordingly.&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 15&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Crossing Situation&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;When two power driven vessels are   crossing so as to involve risk of collision, the vessel which has the other on her own   starboard side shall keep out of the way and shall, if the circumstances of the case   admit, avoid crossing ahead of the other vessel.&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 16&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Action by Give-way Vessel&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;Every vessel which is directed to keep   out of the way of another vessel shall, so far as possible, take early and substantial   action to keep well clear.&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 17&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Action by Stand-on Vessel&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(a)&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;blockquote&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(i) Where one of two vessels is to keep     out of the way of the other shall keep her course and speed.&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(ii) The latter vessel may however take     action to avoid collision by her maneuver alone, as soon as it becomes apparent to her     that the vessel required to keep out of the way is not taking appropriate action in     accordance with these Rules. &lt;/span&gt;&lt;/p&gt;   &lt;/blockquote&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(b) When, from any cause, the vessel   required to keep her course and speed finds herself so close that collision cannot be   avoided by the action of the give-way vessel alone, she shall take such action as will   best aid to avoid collision.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(c) A power driven vessel which takes   action in a crossing situation in accordance with subparagraph (a)(ii) of this Rule to   avoid collision with another power driven vessel shall, if the circumstances of the case   admit, not alter course to port for a vessel on her own port side.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(d) This Rule does not relieve the   give-way vessel of her obligation to keep out of the way.&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:130%;"&gt;Rule 18&lt;/span&gt;&lt;/p&gt;  &lt;p align="center"&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:100%;"&gt;Responsibilities Between Vessels&lt;/span&gt;&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;Except where rule 9, 10, and 13   otherwise require: &lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(a)A power driven vessel underway shall   keep out of the way of:&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;blockquote&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(i)a vessel not under command;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(ii)a vessel restricted in her ability     to maneuver;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(iii)a vessel engaged in fishing;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(iv)a sailing vessel;&lt;/span&gt;&lt;/p&gt;   &lt;/blockquote&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(b) A sailing vessel under way shall   keep out of the way of:&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;blockquote&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(i)a vessel not under command;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(ii)a vessel restricted in her ability     to maneuver;&lt;/span&gt;&lt;/p&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(iii)a vessel engaged in fishing;&lt;/span&gt;&lt;/p&gt;   &lt;/blockquote&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(c)A vessel engaged in fishing when   underway shall, so far as possible, keep out of the way of:&lt;/span&gt;&lt;/p&gt; &lt;/blockquote&gt;  &lt;blockquote&gt;   &lt;blockquote&gt;     &lt;p&gt;&lt;span style="font-family:Verdana, Arial, Helvetica;font-size:85%;"&gt;(i)a vessel not under command;&lt;/span&gt;&lt;/p&gt; The 3 locations          yachts currently use are Raffles Marina, Republic of &lt;span style="font-weight: bold;"&gt;Singapore&lt;/span&gt; and Changi          Sailing Club, there are other options available. Two on water &lt;span style="font-style: italic;"&gt;immigration&lt;/span&gt;          anchorages for commercial vessels are currently in operation. Yachts can          use these check in on the water with &lt;span style="font-weight: bold;"&gt;customs&lt;/span&gt; and &lt;span style="font-weight: bold;"&gt;immigration&lt;/span&gt;. Owners/crew/passengers          can expect to get up to a maximum of 30 day visa subject to nationality/valid          passports, port clearances and crew/passenger lists. There is no charge          for this service. Western quarantine and immigration anchorage, west of          The Sisters Islands. Eastern anchorage is at the entrance to West Johor          Straits between Frontier and South angler navigation marks. Vessels requiring          clearance need to fly numeral pennants two over five and call &lt;span style="font-weight: bold;"&gt;Singapore&lt;/span&gt;          &lt;span style="font-weight: bold;"&gt;immigration&lt;/span&gt; on VHF channel 74 or their mobile No. 90888605. Another alternative          which superyachts use is to have an agent make all the arrangements, book          the pilot, meet the vessel, arrange the berthing. Marina staff had to wait until a diver was available later in the morning to help a crane recover the vessel. An oil pollution boom was used to prevent fuel from the vessel spreading accross the marine.
